	Does /usr/local/etc exist?

By default BIND on Solaris tries to create a UNIX domain
socket call /usr/local/etc/ndc. The location can be
controlled via a controls block in named.conf or the default
location can be changed via DESTRUN in
	src/port/solaris/Makefile.set. This also changes the
	default for ndc.

NOTE BIND 8.2.3 the default location is /usr/local/etc/ndc.d/ndc
as Solaris requires that the containing directory be secure as
the OS ignores the permissions on the socket itself.
