you probably have syntax errors in master zone file(s), preventing 
the master NS from answering authoritatively.  Without authority, the 
zone transfer to slave NS's will not occur.

Also, zone transfer will not occur if you have not listed the 
secondary/slave NS's ip in the xfrnets of the named.boot of BIND4 
master/primary.
