I tried it and it worked like a charm.
So I guess you would say just put
    forwarders{};
into every master zone to get the desired effect.
Unless, as Joe said, you don't have direct access to a delegated
nameserver, in which case maybe you could add a specific
forward zone for it.

Actually, I didn't read your reply carefully enough.
I see that you said in the *delegating* zone.

So, you can put a "forwarders" statement in a zone that is not
of type "forward" ?

Right.  But you still have to keep track of the delegations and put the
corresponding null forwarders zones into the config.

Perhaps, my new "forward_delegations no" option could just auto-create
such zones, instead of our having to manually create one every time a
new
delegation is created.

	You can just turn off forwarding in the delegating zone.
