No. Why would it be? RFC1918 addresses are valid IP addresses. If they
could not be entered in zone files, this would present a big problem
to the thousands of private nets that use RFC1918 addressing
internally. You can put anything you like in the DNS, provided it is
syntactically correct. AFAIK there are no DNS implementations which
enforce rules like "zone foo must only contain IP addresses from range
bar" or "don't mix address from ranges foo and bar in zone foobar".
There's nothing in the protocol about this sort of thing. However
there are several tools which can apply rules like these when hosts
are added/removed and new zone files generated. i.e. The organisation's
policy on addressing and naming is done by whatever tools are used to
create the zone files, not by the name server itself.
