Bind8.2.3 stopping on NT4/Win2000

If you are using NT/W2k as reliable OS, well......
Error 10038 means "WSAENOTSOCK" as explained in the "WINSOCK.H".
AFAIK the error comes if you are trying to do socket operation on a
non-socket handle.
