Strange in-addr.arpa delegation problem.

Hmm, didn't work first time.... The delegation points to SAVVIS
name servers from the arin servers. The SAVVIS servers give a
referral, so that is probably your problem. ARIN are delegating
class C's, and the SAVVIS servers are pretending to have the
class B, can't we just bypass the SAVVIS servers entirely?

The 196 delegation seems more problematic, but maybe it just
depends what I've got cached....

BTW the PTR for 209.16.196.129 is not a fully qualified name -
yuk.
