sometimes my server doesnt work...cjk

Hello all.
I have a server running Redhat linux 7 in Bucharest Romania.
i went to Greece and from dialup to local providers sometimes my server
reported not to work.I mean  i tried to visit my sites and i had a PAGE NOT
FOUND.....
Also i tried to ping them and host not found....
Anybody has any idea why the DNS didint work?is it a matter of my provider?
