Wrong IP returned, but correct in DNS

I seem to suffering from "Too many cooks in the kitchen" problem and this
problem has been around for a while.

The record mail.cpetc.com should return 64.66.29.4 but unless I look at my
DNS servers them selves I will get 207.137.157.134. I am thinking someone
may have set something up like a host record in some registrars database
somewhere but have no clue as to how I should even start tracking down this
problem.

Is there a utility out there that will trace from the root servers down to
see where the wrong IP is coming from?

For those who do help me, I know the primary DNS server (ns0.dns2.net -
64.66.4.91) is down, my collocation provider shut it down on me. I am in the
process of moving things around yet again.
