It means you haven't checked the FAQs or looked at the list archives
where the answer to this question is posted several times a week. The
answer is it's just a very confusing message signifying the name
server is running normally: it's not reading its configuration
files. It also means you're not running BIND 8.2.3, which prints a
much clearer status message. Therefore you're running name server
software with known security holes. See the CERT advistory from the
beginning of last week or consult:
