Another forwarders question

Hello,

sniffing the traffic of my DNS I see that before the request is actually
handed out to the forwarder there are all root servers queried.

Is this the correct behaviour of a caching name server ?

I thought that all queries not in the cache or not in my own zones are sent
immediately to the defined forwarder.

Any hints appreciated.
