It doesn't matter where the DNS is physically located. They just need
a valid IP name and an IP Address.
You go to the registrar of the TLD of the country of your choice and,
if this is a new domain name, register the domain, giving them the name and
IP address of the DNS's you are intending to use. If you are hosting the
DNS for an existing domain, then you need to get the registration changed
by the owner of the domain with the registrar.
