Actually, I think some countries may require that the DNS be physically
located within their boundaries.

Most countries have a www.nic.<country> web site where you can find their
DNS policies and registration procedures.  There are also some third-party
services that have information and links for most countries, and will do
registration for you (sorry, I can't remember any site names, but I'm sure
you can find them listed in Yahoo)
