BIND 9.1.0 eccentricities (non-auth replies and format errors)

The BIND 9 behaviour is right. Your response came from a BIND 9 server
which is not authoritative for the given zone, therefore having AA set
would be incorrect.

Probably caused by remote servers not understanding EDNS. When BIND 9
sees this it retries the query without EDNS.
