unreliable DDNS updates by W2K clients

I have looked at many Win2k DNS traces, but I cannot tell what is
happening here.  The failing scenario ends with

     55 DNS 0x9:Dyn Upd Resp.

and that does not tell me anything about the cause of the failure.
With what did you get this trace?  MS Network Monitor?
