The speed depends on lots of different factors, but in my experience the
failover delay is not noticeable by most users on most OS platforms, in most
network topologies, assuming the failover server has enough capacity to deal
with the load.

Why not just configure it as another slave (aka "secondary")?

Okay, then: use DHCP to control the resolver list that the clients use. Manual
configuration of resolver lists is for the birds. If you had an easy way to
change everyone's resolver list, then you could do this in a two-step process:
a) change the resolver list to be (master, new address of slave), then b) when
the slave is at its new address, reverse the order of the list.
