Delegated Servers vs NS records used in queries?

my understanding is that it would be - if another nameserver cached it
as an authoritative ns record for the zone (when querying one of the
nameservers listed with the root servers as being authoritative)  and
then received a query for an unknown record within the TTL specified, it
could quite possibly query the NS record even if it's not listed with
the root servers.

someone correct me if i'm wrong though.
