Need a DNS monitor, preferably Windows-based

Another product that I use and like is Ping Pro Pack.
It also comes from www.ipswitch.com.

It supports ping, traceroute, whois, finger, lookup and more.

Take a look at WhatsUP 
http://www.ipswitch.com/Products/WhatsUp/

It does DSN out of the box, but you can also configure custom queries to 
ask for and look for whatever response you choose.
