Yes and no. BIND9 (and BIND8?) gets shipped with a toolkit for handling
Internationalised Domain Names. It's in contrib/idn. This works by
implementing the IETF (draft?) standards for mapping hostnames in
non-ASCII alphabets into ASCII strings and back again. These allow an
Arabic name (say) to be written in a format that can be understood by
mail programs because the ASCII representation of that name conforms
to the rules of what a hostname must be. So far, so good. The problem
is these IDN standards are very new. That means it's highly unlikely
any web browser that's currently available can take one of these IDN
hostname strings and present it to the user in Arabic or whatever.

IDN is very complex. Be sure to understand the RFCs and Internet
Drafts on this subject before you get involved in this subject.
