zone files at ftp://rs.internic.net/domain

The TTLs on the edu, gov and in-addr.arpa NS records are 24 hours or higher. The refresh times on those zones are 1 hour or less. It's more efficient, and less burdensome on the relevant servers, to just cache the data than to constantly be generating "stub" traffic.

                                                                                                                                    - Kevin

Possibly this could take some of the burden off the top-level servers?
