DHCP question

There doesn't seem to be a news group for DHCP, so posting this here.

RFC2132 does not say if the length octect in variable length DHCP
options should be treated as a signed or unsigned number. I think it
should be unsigned (otherwise the length would have to be <128 bytes,
which would be an unnecessary restriction), but would like to confirm
that. I've seen an implementation that treats it as a signed number.
