As long as you keep the "forwarders" statement in the global options 
section, that's what should happen.  Kevin Darcy's recommendation only 
disables forwarding for subdomains of 10.in-addr.arpa, by use of:

zone "10.IN-ADDR.ARPA" {
        type master;
        file "rev-iitkgp";
        forwarders {};
};
