It's been our experience that whois changes seem to appear in most whois
servers before the changes to assigned nameservers appear at the gtld
servers.
In fact a few registries appear to show the whois changes almost
instantly, while changes to the gtld zones seem to happen only once or
twice a day.
I concur with your point.
