	When a zone is modified a timer is started which expires
	in 676-900 seconds.  After that the zone goes onto a rate
	limited write queue (fifo).  When it comes out of the queue
	it get incrementally written.  Once the write completes
	and the zone contents have been flushed the temporary file
	if renamed, the journal is consolidated (if required and
	possible) and the slot in the queue is released.

	Note it really does not matter if the zone almost never
	gets written.  The journal contains all the changes.
