bind 9.3.0 problem

I don't know anything about the RPM specific hack (if any), but for
the pure 9.3.0, one possible reason for this type of problem is an
attempt to use IPv6 transport, causing several seconds of delay
(although it should happen based on some random factor, so should not
always be reproduceable).

If you don't have IPv6 connectivity, a workaround is to specify the -4
command line option at invocation.  A more essential fix will appear
in 9.3.1.
