.arpa is delegated from the root zone, in-addr.arpa is delegated from 
that. What is it exactly that you want to know? There's no need for an 
"in-addr.arpa" hints file: that's only necessary for the very apex of 
the namespace, i.e. the root zone itself. Once you can find the root, 
you can find everything underneath it.
