There was no version 9.1.3 iof BIND that ran on Windows. The first 
version that was released was BIND 9.2.1. I think he meant 9.3.1.
If you are running any version before 9.2.4 or 9.3.0 please upgrade.

Turn on logging and see how many queries you're getting. Query load may 
be a factor.
