DNS delegation based on both location and organization

I would know because the application on top would timeout if a connection
request to a hosname takes that long. For those applications that tolerate
the delay, the user experience degrades significatly if two seconds are
added to currently agreed 1 second delay. It is a matter of SLA.

What is the reason for that and how would you even know?
