Windows PID permission denied problems

I've installed Bind9 on my WindowsXP box (my ISPs DNS servers sux) and I've
went through the process of creating my named.conf and my root.hints file.
How ever when I try and start the service I get "couldn't open pid file
'C:\WINDOWS\system32\dns\etc\named.pid': Permission denied"
I can't seem to find a way to resolve this issued. Any help would be
appreciated.
