Cache Almost Empty

I run two external nameservers, which I upgraded earlier this week from
BIND 9.3.2-P1 to BIND 9.3.2-P2.  This morning I ran a

     ./rndc dumpdb

on the two servers because a colleague needed to see what was in the
cache.  I discovered that the cache on the busier of the two servers
had nothing except the root servers and a handful of other DNS servers
(79 lines total).  The cache on the other server had this and other
cached information (42,000 lines).

What would cause the name server cache to contain few entries?  Thanks.
