Look at RFC 2316, DDNS.  It describes the DDNS process.  From the
messages above, the DDNS packet has a pre-requisite condition that
was not satisfied; therefore the DDNS update was not attempted.
You might have to run a packet trace to see exactly what is the
pre-requisite condition.

I cannot tell if you have a configuration error, as I do not know

     1) what is the pre-req in the packet and
     2) what is currently registered in DNS.

I have no experience with W2k, DDNS, and BIND; our DDNS is from a MS W2k
DNS Server dynamically updating zones on a MS W2k DNS Server.  That
Server is a master for our BIND slaves.
