DNS Behavior

    It is the old behavior of all name servers. BIND 8 did the same. When
    Verisign started to work on their name server software (Atlas,
    strongly inspired by BIND 8), they copied this behavior and did not
    change it afterwards.

I seem to remember from a discussion with Verisign folks a couple
of years back, that originally they did "the correct thing" but to
went back to the BIND 8 behavior to lower the load on thair servers.
