How long have you been waiting for the updates to appear in the zone  
file before restarting the name server?

BIND 9 waits 15 minutes from the time of the first update before  
writing out the new version of the zone. Then it waits for another  
update, then starts the 15 minute timer again. This is to avoid  
constantly rewriting the zone and thrashing the disk.
