Logging channel on Bind 9.4.2

Did you create the log file manually, or did named create it?
If you created it manually, did you restart named after creating it?
Log files are opened once and held open, until they're rolled.
And with log rolling enabled, as indicated by your logging statement,
the bind user must have write access to the directory, not just to the
file.
