Stuck in the IESG approval queue. Interestingly, there is an RFC out
on common problems with this tactic but the RFC on 169.254.0.0/16 space
has never been released. :)   My draft on documenting special use 
address delegations was denied for publication by the IAB. It too talks 
about this prefix. The delegation of 169.254.0.0/16 was made shortly after 
the last LA IETF.  Check the DHCPwg notes.
