In the launchd plist do you have something like

  <key>NetworkState</key>
  <true/>
</dict>

or maybe

<key>inetdCompatibility</key>
<dict>
  <key>Wait</key>
  <true/>
</dict>

to tell the system not to start bind until after the network is up?
