I agree with Ted -- 0S TTLs should remain 0 no matter what the setting of
minimum-ttl in the options block.  Mostly a dialup net needs to not lose
the glue which validates its own existence -- if it has to go off-net to
reach an address it may as well dial up a few milliseconds earlier and
validate the A RR's used to reach that offsite place.  So it's mostly the
ancestor NS RRs that need to be minimum-ttl'd.
