I suspect you're mixing things up.

You're not talking about the roots, I assume, but about the TLD
service, specifically those for .com, .net, .org, right?

Furthermore, you're talking about the registration process not
allowing for more addresses per hostname, not the DNS service per se,
I guess.

If not, let me assure you I as a root server operator (and my server
for that matter ;-) don't care how many addresses there are per host,
but the root registry (IANA) might.
