[bind10-dev] Shutting down a BIND 10 process

I think there may be a different possibility since xfrin and xfrout are 
their own processes ...

Maybe they could continue to run to finish their current jobs in process 
after told to stop (and then stop when complete). Maybe even BIND 10 
could be restarted while old xfrin and/or xfrout are still running and 
new BIND 10 would start new xfrin and/xfrout processes -- that don't 
notice or interfere with existing processes (which should die on their 
own soon).

I do agree there should be a fast halt option which means abort current 
tasks, as long as that doesn't corrupt data that may be used later.
