I like this format for a CHANGES file.

One request I'd make is that we either have this data in something much
more database like, either something where we store this and the CHANGES
file is essentially a "report" (my preference) or a parser that turns
this format into a DB.

It would be *so* nice to have something that we could do real searches
on with a real search language that would let us look for things like
"all occurences of string 'assert' and what BIND versions have fixes
related to that string".
