[bind10-dev] botan dependency and failed builds

It turned out we need exactly 1.8 (both <1.8 and >1.8 have problems).

I guess we should try to be a bit more flexible for Botan versions.

I also wonder whether we might want to support other crypto backend
(e.g. openssl) for those who don't need the feature Botan can only
provide (in my understanding we chose Botan for dynamic loadable
module support, and I suspect not everyone would need it).
