[bind10-dev] dates for next two releases

Jeremy,
This makes sense to me, with one amendment. I would prefer that while we
finish the release the
17th or 18th we advertise it on the following Tuesday (yes, from Prague)
because when we do major releases on Fridays people do miss it. I would
rather that did not happen with our end of year release. So while the
release will be complete on the 17th or 18th, the official release date
would be March 22nd, and that's when we would send announcements and
have the web folks put it on isc.org.
