[bind10-dev] Back to ISO 8601 for Trac

All,

At some point during our recent Trac upgrades things reverted to
US-style date formatting. I've fixed this so now everything should be
back to YYYY-mm-dd, as befitting of any site with an international
focus.

I can become calm again, now that I don't see:

  Format: MM/DD/YY hh:mm:ss

When creating a new milestone. :)
