[bind10-dev] Ticket deleter on Trac site

All,

We've had our second wiki spam. Right now the rate seems quite low (this
is the 2nd one), but it seems likely we'll get occasional bogus tickets.

I've activated the ticket deleter on the Trac site. This means that
anyone with TICKET_ADMIN permission has a "Delete" button next to the
"Reply" button.

Use with caution, but if you see spam please delete it!
