as is already mentioned in #908, this is related to ticket #811 (addition of
tsig to configuration), where i planned on initially simply adding one config
value to the secondary_zones attribute list, and while i was poking in there add
an address and port as well, which is what a simple solution for 908 could be.

But what we really need is the ability to specify (lists of) 'other servers',
identified by an address, tsig key, or both. Should we do that right away for
#908? And if so, should we do it now, and make 811 dependent on that, or is it
better to defer doing a complete solution and specify the values directly for
#811 so we can finish tsig asap?

And there's also the other side, zonemgr right now only has a 'secondary_zones'
value, and not a 'primary_zones'. Was it the intention to have that in here as
well? I am trying to remember why we needed a separate zone manager (besides
xfrin and xfrout) in the first place...
