[bind10-dev] sendstats or getstats

Hi Jeremy,

The internal command 'getstats' was added by me when doing ticket 519, I tried to remove 'sendstats' from boss process, since it had been replaced by 'getstats', 

See my comments in ticket 519: "I am not sure whether bind10 will send other stat data to stats module by hand in the future, if it's just used for get's boss's start-time, I will remove it. "

But I didn't do that because kambe said it may be necessary in future.

I would suggest to remove it since it's still not necessary now.
