[bind10-dev] news about Windows port

I tried to check Kea (trac1186 branch) on Windows (exactly my
Windows7 home edition VM with Visual Express C++ 2010 Express)
and because of some unexpected dependencies I refreshed the whole
stuff, i.e., the libraries (src/lib) and some binaries (b10-dhcp6,
b10-host and b10-resolver).
I wrote some reports and this message is the introduction.
