[bind10-dev] news about Windows port (1/dependencies)

Most dependencies are not very hard to do, even if botan for instance
is really painful because of its python2 need.
There are two exceptions:
 - log4cplus disables systlog support, I have to look at it to see
how to fix it but it likely requires a patch
 - python3 binary distribs never include the debug library
  (python32_d.lib) and worse socket.inet_ntop and socket.inet_pton
are not available for bad reasons... so I highly recommend to
fix and recompile python, by side effect it will use the right
  runtime (VC100, what I call md10, versus VC90 / md9).
