[bind10-dev] simplify enabling resolver (or dhcp or other) only

There are around eight steps to switch to a resolver only (then there 
are configurations for ACLs, etc to configure too).

I started making a ticket for this but decided this needs to be 
discussed first. It is not specific to resolver, but for DHCP and other 
uses too.

What can we do to quickly choose certain capabilities?

This may be wait for new configuration too. Or provide default 
configurations. Even ./configure could have switch to choose default. Or 
running "bind10 dhcp" would enable the dhcp server, etc.

Any thoughts on this?
