[bind10-dev] simplify enabling resolver (or dhcp or other) only

Assuming that if someone wants to run auth-only or recursive-only
server then the choice would be pretty stable (i.e., it won't change
too often), I think providing some kind of switch + default boss
configuration makes sense.
