Hmm, I didn't think about that level of details in the proposal.
There can be several possibilities:
- do nothing special.  we hope this won't be a longer term
  implementation anyway.
- before starting handling a new load request, go through the queue
  and unify requests on the same zone.  this won't be very
  complicated, so even if it may be short term it may worth doing.
